From December 15, 2017 legal proceedings in Ukraine began to operate under the new procedural codes. Effective procedural codes are expected to solve the problem of ensuring the efficiency and promptness of the trial. One of the achievements is the detailed regulation how to summon the parties to the case to court.
In accordance with part 11 of Article 128 of the Civil Procedure Code of Ukraine, defendants, third parties, witnesses whose registered address (place of residence), location or place of work is unknown, are summoned to court through announcements on the official web site of the judiciary of Ukraine. When the announcement of such parties summon is published, the parties to the case shall be deemed notified of the date, time and place of the case hearing.
The said means of notification of the parties to the court case will be determined by the Regulation on the Unified Judicial Information and Telecommunication System, which has not been developed yet.
Therefore, the procedure for notifying the parties to the proceedings on the date, time and place of the case consideration by publication of information in the mass media remains relevant. The Cabinet of Ministers of Ukraine by the Regulation dated December 20, 2017 No. 957-p. determined print media of the national and local areas of distribution.
Traditionally, the official publication of the Cabinet of Ministers of Ukraine "Uryadovy Kurier" is defined as the print media of the national distribution area, in which announcements of summons to court and information on procedural documents will be posted in 2018.
The Cabinet of Ministers of Ukraine approved the list of mass media of the local area of distribution by regions, including announcements of summons to court:
